Tier 1: Weighted Mean
Each source gets a dynamic weight based on its 7-day accuracy vs METAR ground truth. Sources that predicted yesterday's weather correctly get a louder voice today.
Tier 2: Regime Detection
The engine detects the current weather regime, fair weather, frontal, tropical, marine event, and shifts source weights accordingly. Buoys matter more in a gale.
Tier 3: Ensemble Spread
After fusion, the engine measures how much sources disagreed. Tight agreement = high confidence. Wide spread = uncertainty flagged to users. No false precision.
